- Galactic Emperor or Galactic Empress, ruler of the Galactic Empire, the New Galactic Empire, and the Fel Empire.
- First Secretary, Chief Councilor of the Bothan Council.
- Grand Protector, leader of Rodia and the Rodian species.
- Head of State, leader of Confederacy of Independent Systems and also the Imperial Remnant.
- Chief of State, leader of Corellia
- Khedive, leader of Sluis Van.
- King, ruler of Onderon, Ganath, Malastare, Skor II, Kashyyyk, Toydaria, Naboo, Nazzri, and the Induparan Crown Worlds.

Many Heads of Government, such as Supreme Chancellor, were considered head of state by virtue of being the highest ranking office.
